Functional differences between a Manager user and a Regular user

An admin changed the names of the user groups in the UI. We are getting some unexpected results with the permission sets. Are there additional properties that a Manager user has that a regular user does not (aside from differences selected in the Permission sets)?

No, the only difference is that a Manager has access to the Permission sets.
