The API seems to support this only for the calling user.
I’m trying to build a report to show all users settings and connection (for compliance purpose).

I’m afraid there’s no other option right now. To get these User settings requires you to have the API token per User (although via an OAuth app, you could get this information with the right Scope).
In the future (no ETA), we intend to do away with individual API tokens in favour of company tokens which should do away with this issue, but unfortunately I have no option for you presently.
