Update Scope does not work

Hi there,
currently we want to update the scope of our online developer only APP (not published).
By trying to do that we get the notification that we want to change a critical field. Saving changes in this field will create a clone app and require an app review. But saving the changes only shows following error message: " We couldn’t create a copy of your app."
Did anyone run into same issue before?
What do we miss here? How to find more information about what could went wrong?
